Plasma is an important phenomenon of laser interaction with the target, in order to find the interaction mechanism between them, we can study the process which laser produced plasma. In this paper we firstly introduce the combined effect of laser and arc which acting on the steel target, then presented a diagnostic and analytical method which analysis of laser interaction with the target to produce plasma.The combine of the thermal effects of laser irradiation target and the plasma produced by laser have a significant impact on the laser-arc which produce plasma when laser and arc acting on the steel target together. Simultaneously, after arc absorbs the energy of laser, the temperature of local electron and electron density has gradient increases, that causing further enhances of the absorption and refraction effects.Without considering these factors, analysis the spectral radiation intensity of spectral signal which laser-arc produce plasma when laser and arc acting on the steel target together, and spectral diagnostics specific wavelength in this paper. Meanwhile explains the theory of spectrum. Descriptions the theories of plasma electron density calculate by Stark broadening method and plasma electron temperature calculate by Boltzmann diagram method. In this paper we investigate the plasma electron density calculate by Stark broadening method, select broadening of ArI696.5431nm as test data for spectrum of Stark broadening, at the same time calculate the electron temperature by Boltzmann diagram method. Emphasized the influence of the power of laser, voltage of arc and current of arc to Intensity of spectrum, broadening of line, electron temperature of plasma and electron density of plasma, while analyzes the reasons for the impact, obtained the discipline parameters of plasma which laser and arc acting on the steel target together.
