The Research Report On The Surveillance And Monitoring Index System Of Island And Its Surrounding Waters

The island is a small piece of land surrounded by water. There aremore than7,300islands in China, each with an area of more than500sqm, with a total area of more than6,600sq km, there are more than4.7million permanent residents in455islands. The island is pivot point andbase of exploiting the ocean for the human beings. It plays an importantrole in construction of marine economic powerful nation.The research on the monitoring and surveilance of one island and itssurrounding seas can effectively improve the technology of the dynamicmonitoring and surveillance of the island and its surrounding seas,andfurther improve the four levels of the national, provincial, city andcounty regulatory system of the islands and surrounding seas and satisfythe needs of the development of the marine economy in coastal regions andmarine project construction. It is inevitably demand of carrying outisland management work for2012as well as the requirements of in-depthimplementation of《Conservation programme of National Islands》； Besides,it is the indispensable part of the theory of sustainable development.Further more, it contributes to the recovery and reconstruction of thedegenerated islands.This article aims at promoting the sustainable development of theislands and their surrounding waters, which is based on some existingtheoretical basis to construct the surveillance monitoring index systemof the islands and their surrounding waters. And this article which catersto the demand of the Island sustainable development creatively putsforward the principles of systematization, totality, independence,dynamism, typicality, reliability, comparability and so on，which shouldbe followed when constructing the surveillance monitoring index system of the islands and their surrounding waters. The more systematic andcomprehensive index system on monitoring and surveillance of islands andadjacent sea area has been built preliminary. The whole system includestwo independent index systems: the island and its surrounding waters, eachof which includes two indexes of natural conditions and socialconditions.All above indicates the principles of comprehensiveness andsystematicness. For nature property，they separately start from resource、environment、ecology. The selected indicators have representativenessand reliability；While for social property，they can also separately startfrom infrastructure and developmental state.The selection of indicatorsmeet the principle of dynamic and the comparability.The whole index systemhas a strong theoretical and persuasive impact, which can be used as apreliminary aspect to monitor islands and its surrounding water,improves gradually in practice in order to a better application, andserves for island exploitation of our country in the future.
