Weather modification has become a routine business to serve the society in many provinces, cities and areas after several generations of unremitting efforts.Nowadays many areas have carried out the research and development of weather modification command system, but most intelligent terminal still stay in simple text information transceiver. With the improvement of the mobile equipment performance, the development of wireless network from2G to3G even4G, and the help of science and technology, the weather modification command system is advancing towards diversification. Terminal operation instruction should develop gradually from simple text information to various data fusion command containing text, image, video etc. Currently, terminal system function of field operations is not high enough in actual weather modification operations. Especially, some factors such as complicate operation process, unreasonable operation instruction weather data lag, single data form, have seriously restricted the improvement on accuracy, efficiency and intuition of weather modification operation. New Android system intelligence terminal has large-size and high-resolution touch screen, GPS,3G, Camera, large-capacity memory card and other kinds of equipment, even a variety of sensors such as temperature, light, humidity, etc. Due to consummation of the system programming extension function and reasonable price, Android system has been an appropriate selection for intelligent terminal hardware.So this paper adopts Android system as a platform to design and implement intelligent terminal system.According to the business needs of weather modification, the silhouette mobile terminal system is divided into four modules including basic instruction transceiver, mobile GIS, live video and program update.Combined with the characteristics of the mobile device, several key issues such as touching operation experience, instruction packet format, adaptive heartbeat packet mechanism, GPS positioning and navigation data return, radar scanning and selection, GIS data collection, video processing, streaming media transmission are studied respectively in the development process.And availability is verified with Android terminal test on handset such as the Samsung, XiaoMi, etc.This intelligent terminal system has been primarily deployed and tried in a province weather modification operation real-time intelligent command system,connected with independent development of multifunction server system platforms and remote central command system, a centralized and unified digital weather modification operation communication network is formed. To sum up, this system reaches the initial design target for efficient, timely and stable information exchange between intelligent terminal and remote central command, and improvement on economic and social benefit of silhouette work.
