Multiple attribute decision making (MADM) has been widely applied in theenvironment, national defense construction, supply chain management, environmentalquality assessment and so on. But as the rapid development of modern science andtechnology, Access to information becomes more complex, uncertain. At the same time,human information cognitive still fuzzy and description of the information is stillinaccurate. It makes the research on MADM fall in trouble. Fuzzy set theory proposedto solve this problem. The combination promotes the rapid development in theirrespective fields and extensive practical application. As distance measure is a standardto judge one set similar to anther or not, as well as play an important role in MADM, sothe research and application on distance measure is very important.At the beginning of the background, development and latest research result of fuzzyset, this paper introduces the application field of fuzzy theory and the remarkable resultsof fuzzy multiple attribute decision making research. In this paper, the problem isdetermined to research MADM under fuzzy environment. First of all, this paperexpounds the basic theories of intuitionistic fuzzy sets (IFS), interval-valued intuitionfuzzy set (IVIFS). Then this paper analyzed the deficiencies and reason of exitingdistance measures to solve a problem. Therefore, a new distance measure is defined. Bysolving the given problem, this paper show the advantages of the new distance measure.Finally, based on the thinking of Technique for order preference by similarity to an idealsolution (TOPSIS), combined with the exited distance measure, the distance measurewhich is introduced in this paper is applied to MADM and a better result will get.Ultimately, the distance measure which is introduced in this paper is not only reasonablein theory, but also excellent in resolving the problem which the existing distancemeasure can’t be a clear distinction between the outstanding performance on the issueof the "contains" relationship between intuitionistic fuzzy sets. In the problem of how tochoice the optimal in fuzzy multiple attribute decision making, the new distancemeasure is more effective the existing distance measure.
