Since2008, the government has established a number of policies to solve the financing problems of small-micro enterprises, but the financing demand of small-micro enterprises is still not satisfied. There are so many small-micro enterprises which occupied the broad market. They are the important customers of commercial banks. Therefore, to enhance competitiveness in the increasingly fierce competition market, commercial banks must try their best in small-micro enterprises credit business to search for competitive advantages, and to seize market share. However, small-micro enterprises’loans have four characteristics include "short","small","fast" and "frequency", which do not match the existing credit process of commercial banks’ small-micro enterprises credit. Therefore, the development of commercial banks’ small-micro enterprises credit business was restricted.Under this background, the reengineering, upgrade or optimization of business process, become the focus of commercial bank, on one hand, with the development of the financial market, the management mode of the traditional commercial bank is unable to adapt to the market; on the other hand, the defects of commercial bank’ business process of small-micro enterprises credit is gradually appearing, become a serious obstacle to the further development of the commercial banks’small-micro enterprises credit business, these problems can be concluded as follows:the flow of credit chain is too long, lack of pertinence, cohesive strength is insufficient, leading to low efficiency of the existing process; for the loan investigation and evaluation, the client manager could not effectively cooperate with risk manager and product manager; for loan examination and approval, the lack of electronic and automation slow down the pace of work; for the lending period, staff always pay attention to the operational risk, and neglect to improve work efficiency; for post-loan management, the duty of staff id not clear.In foreign countries, in order to solve the disadvantages of small-micro enterprises’credit process, Temasek Holdings launched a credit factory mode, namely operate the traditional credit process in the standardization factory line. To make a breakthrough in small enterprise credit service, domestic commercial banks have to learn the advanced and excellent experience of foreign countries, and try their best in credit model optimizing; therefore, credit factory pattern in China has attracted a lot of attention. The empirical analysis shows that, the commercial banks which take credit factory pattern, will has a higher DEA efficiency of the small-micro enterprises credit business, credit factory model can indeed provide some support in process optimizing for commercial banks’ small-micro enterprises credit business; base on the analysis of typical cases for "BOC Credit factory" mode, we can find that the emphasis on risk management together with business efficiency, pay more attention to small-micro enterprises customer, is extremely important for the optimize of small-micro enterprises’credit process.Based on the typical experience of domestic and foreign credit factory mode, commercial banks can optimize their small-micro enterprises’ credit process from the following aspects:first, clear market positioning, customer segmentation should be taken as a basis for the design of credit process; second, improve the matching mechanism, standardize the management system; third, perfect the post setting, specialize the division of work; fourth, avoid redundant process, simplify the operation procedures; fifth, strengthen post-loan management, improve the quality and efficiency of post-loan inspection; sixth, innovation business channels, explore the network credit platform, improve the efficiency of small-micro enterprises’ credit business by the modernize way.
