With the urban tourism commercial street building scale and speed is significantly accelerated, their backed cultural identity has become increasingly blurred. Cultural features missing homogeneity of non-sustainability and market operators deviated from the socialist core values, distort traditional cultural products and illegal business are increasingly apparent. The popular "Antique tide," European style swamped seriously fragmented urban tourism commercial street of historical continuity, and serious damage to the features and characteristics of the urban tourism commercial street. Culture is the soul of tourism. How can urban tourism commercial street fully exploit the different resource endowments, ecological environment, and cultural conditions out of their own inherent cultural characteristics, and then fully demonstrated in the development and construction of a competitive advantage worthy of further study.In this paper, urban tourism commercial street as the research object, the use of the travel experience theory, resource-based theory and the PDCA cycle theory, defined in the summary analysis of the research results at home and abroad on the basis of the concept of the City Tourism Commercial Street, at the same time, urban tourism commercial street’s formation, development status, the main problems and the need for innovative cultural characteristics are described, and finally put forward the cultural characteristics of the tourism commercial street pattern of innovation and the innovation process based on the PDCA cycle theory.Research and innovation of the proposed cultural characteristics of the urban tourism commercial street innovative mode:function continuation-of cultural preservation mode, function superimposed-the cultural interpretation of patterns and functional replacement-cultural creation mode, and through targeted case its interpretation. PDCA cycle theory, the study appropriate improvements to the process of innovation in order to analyze the cultural characteristics of the tourism commercial street.
