With the deepening of economic globalization and the rapid development of the market economy, enterprises is faced with domestic and overseas the two big market, the competition become more and more violent. Any enterprises that want to be the winner should attach great importance to the talents. Human resource becomes the key point of the enterprise life. Performance management to be the core contents of the human resource management need to be pay more attention of. Our country is at the early stage of the development management, it is inadequate in both theory and practice. So we must study and discuss this issue.This article is typical for COOEC, which includes six parts, The first part mainly elaborates the research background and significance, the second part summarizes the relevant theories of performance management and the research status at home and abroad, the third part for COOEC introduces facing internal and external environment, at the same time, analyzing the current situation of human resources and management, in order to accurate and targeted to find problems existing in the current performance management system, basing on the sampling questionnaire, we found the problems existing in the management of company performance:lack comprehending of the performance management; the same question as those in the most state-owned enterprises which is the administrative hierarchy management system, leading to similar disconnect problem between performance management system and company strategy; the shortage in evaluation content and index system; the low efficiency application of evaluation result; in the performance feedback process, professional training and employee development are not obtained the proper value and attention, etc. The fourth part mainly aimed at the current problems and puts forward improvement suggestions to build a better system:change and update the idea of performance management at the source; establish a unified standardized management system; improve the links of planning, managing and implementation; lay special stress on improving and redesigning the evaluation process, such as designing the new objectives, resetting the dimensions of the assessment; combined with MBO,360feedback, KPI, BSC and etc. to straighten up the ideas of performance indicator improvement; adjust the performance feedback process. The fifth part is mainly to talk about the issues and the controlling methods of the new system implementation. At the end of the thesis, summarizing and stating the advantages and disadvantages of the new system.In process of improving and building COOEC Construction Company performance management system, the thesis focusing on analyzing and designing the performance evaluation phase, pay attention to the articulated relation of plan, implementation and feedback phases, change the misunderstanding of performance management, changing the core of enterprise management from performance evaluation to the comprehensive and completely focus on the whole performance management process, which aims to improve performance, achieve the company’s overall strategic planning, and also provide a reference for other companies.
