With the rapid development of world economy, economic role of human capitalis increasingly remarkable. The important inferences from European industrialrevolution "human resource is always the core resource of enterprises" have beenvalidated in today under knowledge economy. Human resource plays an indispensablerole in strengthening the enterprise competition and sustainable profitability, whichalso makes it become a kind of capital. It has been highly concerned by the theoretic,industry realms, scientific community all over the world and governments at all levels.It is the first force to decide the survival and development of enterprises. Theincreasingly fierce competition in the form of the international competition makes theresearch of human resource has become the common pursuit of internationaldevelopment strategy. The research and application of human resource andaccumulation, not only has a decisive effect on the enterprise, also affects a country’scomprehensive strength.Human resource gradually become the most economic growth potential, themost important resource in enterprise production factors. Based on the formation ofthe entrepreneur human capital plays an important role in economic development.Based on the traditional human capital value measurement model, human capitalcurrent value measurement model is constructed to innovated enterprise’s system.Through the system innovation, the enterprises establish efficient operation toimprove economic efficiency and make full use of human capital the key elements ofthe productivity development.Measurement of human capital value has gradually become the core problem ofthe system of human capital theory and is a theoretical problem when system theory isdeveloped to a certain degree. This problem has become the focus of research andconcern in both theory and practice and is of decisive significance to the scene.The special nature of human capital determines that the human capitalmeasurement has great difficulty, which has not been fully resolved so far. It hasbecome an important issue that the theory of human capital is resisted, is more one of the main reasons that human capital theory opponent-Schafer is against the use ofthe concept of human capital. Therefore, the study of human capital measurement isto be completed to improve the human capital theory, and it has an important guidingsignificance for China’s economic and overall development.This paper analyses the current value measurement model of human capital,divided into human capital current group value measurement model, human capitalcurrent individual value measurement model and human capital current distributionvalue measurement model3kinds. Modern enterprise system innovation andcombining the importance of human capital, outstanding, committed to the enterprisesystem innovation, promoting the development of the enterprise efficiency. committedto the enterprise system innovation, promoting the development of the enterpriseefficiency.
