Since the beginning of the end of the last century, our country basically formed a low rent housing, affordable housing, low rent public houses by not housing reform to the main housing assistance system,after10years of exploration, in reference to foreign housing rescue experience and combining the basic situation of our country, our country housing assistance policy, namely the low rent housing policy is gradually perfect, low rent housing supply scale expanded year by year, and achieved significant results.However, in the specific implementation process of low rent housing policy has also exposed many problems, especially the low rent housing’late management and rescue service problems have become increasingly prominent. Whether do well cost management rental services, directly related to the security object can live well, live comfortable, related to the limited government resources can be allocated to those who really need it, to bring into full play the maximum utility of low-rent housing as a scarce resource, but also related to the realization of ultimate goal of society assistance.This study used field research methods, investigating the low-cost and related personnel through the questionnaire and interviews, through the collection of information, we understand the present situation and problems of Jinan low rent housing management and rescue service, on the basis of the improved scheme is put forward a set of systematic, innovative and practical, include the shift of low rent housing assistance concept, set up access humane housing housing mechanism innovation, low-cost new mode, residential property management implementation hard and soft exit mechanism, give full play to the community relief services, the introduction of social work service idea and method.
