The New Rural Area Construction Of Huaxian County From " Modernization、industralization And Urbanization" Perspectives

At the first decade of the twenty-first century China’s agriculture has been developedrapidly, famers’ income has promoted greatly and most of the rural area has improvedlargely However, the long-term system which increases famers’ income and promotesgeneral agricultural productivity has not formed yet. The income discrepancy betweencitizens and farmers is still expanding; the social and economic structure in urban and ruralareas has not changed fundamentally and the production and living conditions in rural areaare far less than that in urban areas, which indicates that the issues of the countryside, theagriculture and the farmer are still the major issues China recently.Building a New Countryside with socialist characteristics means to achieveproduction development, well-off life, rural civilization, clean and tidy village, anddemocratic management. Ever since this huge historical task was raised in the FifthSession of the Sixteenth Central Committee of the Chinese Communist Party, it has beingcarried out at full steam. Some regions even have got great achievements and become themodel. However, some problems appearing in the practice have hold up the work ofbuilding New Socialist Countryside Seriously. How to build and govern the socialistcountryside reasonably and how to realize the urban-rural integration quickly and makepeasants’ life happier have been the main issues of agriculture, farmer and rural area whichmakes the Party Committees from all levels and the governments desperately seek foranswers.Based on the local reality of Huaxian county of Henan,this paper puts forward thesuggestions that based on the construction of New Countryside from the angle of the ThreeTransformations (industrialization, urbanization, modernization).The testing port ofHuaxian County’s new Construction of Countryside is located in this county’s IndustrialAgglomeration Development and Controlling District which has the characters of the mixof the development of urban-rural economy. Based on the angle of Three Transformationsthis text sums up the theories of building New Countryside and the main modes of buildinga New Socialist Countryside. By combining the practical investigation and theory, thisthesis attempts to make a research of the advanced experience and typical ways to developnew countryside by the example of Huaxian County, and then sum up the prominentproblems as well as the countermeasures and suggestions in building New Countryside inthis district with the purpose of building a New Socialist Countryside that will benefit general people in rural areas as soon as possible.
