Looking at all times, coastal cities are all flourished with the development of the port. Port has played a strong leading role in the economic development of the port city, in turn, the rapid rise of the port city offers a variety of resources, services and environment for development to the port, thereby enhancing the overall strength of the port. In this environment, the study of effectiveness evaluation of economic development between the port and city has not only practical significance, but also positive impact.The validity of economic development between port and city is in the process of interactive development between the port and city, in which one party plays a catalytic role on the other in the economic development. Effectiveness evaluation of economic development between port and city is the evaluation of the role which port plays on city and city plays on port in economic development. Effectiveness evaluation of economic development between port and city can find the existing problems in the development of the port and city, then propose solutions according to the cause of the problems, in order to guarantee the economic coordinated development between the port and city.This paper selects Data Envelopment Analysis (DEA) to evaluate the effectiveness of the economic development between port and city, and selects the Qingdao Port as empirical analysis of evaluation, because Qingdao Port is the "leading" of Shandong Province, and the evaluation of Qingdao Port can provide good reference and experience for the development of the other ports. By effectiveness evaluation of DEA, it can be found that the economic development between Qingdao Port and the city is effective. In the process of interactive development, the economic development of Qingdao Port can promote the development of the city, and the speed of the city’s economic development will also promote the development of Qingdao Port. Finally, it suggests proposals and measures to promote the economic coordinated development between the port and the city and provide a good reference for future interaction of both sides.
