With the rapid development of the world economy, climate change and other global environmental problems caused widespread concern of governments and academia. Numerical Simulation and attribution technology proved that the global average temperature rise in the past50years is likely to be due to excessive anthropogenic greenhouse gas concentrations, the reliability of the result is more than90%. Therefore, the most direct means of climate change mitigation is to control greenhouse gas emissions. In the six greenhouse gases, the biggest role to greenhouse effect is carbon dioxide;the contribution rate of carbon dioxide to greenhouse effect is up to56%. Research on the impact factors of carbon dioxide emissions has important practical significance on the development of low-carbon economy and makes rational and feasible reduction policies and strategies to address climate change.This article attempts to further study the relationship of technological progress, carbon emissions and energy consumption. Panel data from2000to2010, China’s30provinces, energy consumption threshold variables to build the panel threshold model, discover the nonlinear relationship between China’s technological progress, carbon emissions and energy consumption. The study found that economic growth, economic structure and energy consumption increased carbon emissions, independent R&D had no significant effect on carbon emissions, the introduction of foreign technology reduced carbon emissions, and there is a threshold effect between technological progress, carbon emissions and energy consumption. The effect of emission reduction of technology progress gradually decreases with increasing energy consumption. In addition, this paper also take advantage of the Kuznets’s curve theory, research the shape of China’s carbon dioxide Kuznets Curve, and analyze the deep relationship between China’s carbon dioxide emissions and Economic Growth in the long-term and in the short-term. The results show that the carbon dioxide Kuznets Curve of China is inverted U-shape, the inflection point is888.611trillion yuan, at present China is still on the left of the EKC, and there is a rising trend of carbon dioxide emissions’growth rate. In the short-term, When GDP of each province is less than576.7billion yuan, the carbon dioxide emissions increases with the economy; When GDP is greater than576.7billion yuan, the growth rate of carbon dioxide emissions further accelerate; but in the long-term, when GDP achieve888.611trillion yuan, carbon dioxide emissions may be gradually reduce, and the environment will be improved. Finally, the article gives the corresponding policy recommendations:(1) actively develops modern service industry, gradually transform industry-dominated to service-dominated, reduce the energy consumption level of economic development and promote the development of low-carbon economy.(2) Due to the characteristics of China’s economic development, energy consumption has always been highly dependent on high-carbon energy and the development of low-carbon energy and renewable energy will play an important role in emission reduction in the future. Therefore, we should fully develop new energy, such as solar, nuclear and other green energy.(3) Technological progress not only plays a positive effect on carbon emission reduction, but also conducive to economic growth. Therefore we should continue to push the technology to cut carbon emissions, and actively introduce advanced technology from abroad which promotes the economy and technological development of backward areas. In addition, the effect of independent innovation insignificantly illustrates that the capability of our countries’independent innovation is insufficient, the government should be strongly supported the improvement of China’s R&D ability, carry out technological transformation to traditional industries by the use of new technology, new equipment and new technology, take a new road of industrialization.
