With the rapid development of national economy, the demand for energy is getting higher and higher. Our country’s energy demand will continue to grow rapidly in the future. China, after in2020is expected to be more than the United States, will become the world’s largest energy consumer. The protection of national energy security, and the meeting of energy demand and the enhancement of sustainable energy supply security is China’s major oil companies’ social responsibility and mission. The cost prediction in oilfield development is not only the key issue for measuring competitiveness but also the focus of the investors. Predicting operation cost exactly is very important for increasing benefit of oilfield development. Therefore, the cost of oil and gas development is the key issue of the major oil companies’operating, which predicting the trend of the cost is an important basic work.In this paper, combined with the upstream business of the domestic oil companies constitute predictive work needs, we start with the oilfield development costs of its constitution and development stage, carrying out the classification of the development costs of oil and gas fields and constitution, oil and gas field development cost prediction methods and application examples of research, exploring changes in cost of oil field development patterns and trends; the same time, studying the influence of RMB appreciation impact on oil prices, upstream investment and cost, raising measures and suggestions of domestic oil companies in upstream investment and cost control, providing ways and means of effective control of the oil field development costs.In the context of domestic oil companies’cost reduction and efficiency, the results of this study have important guiding significance and application value on controlling development cost and increasing benefit of oilfield development.
