Study On Urban And Rural Social Security Integrated Operation Mechanism Of Hequ Country, Shanxi Province

Since the new century, our country has built a new rural insurance, a new ruralcooperative union and the minimum living allowance mechanism of rural residents toensure the basic life of rural residents. But the institutional construction on thenational level is structured respectively still under the urban-rural dual system. Fromthe point of current situation of social security and the gap between urban and ruralareas, cities have already set up a whole set of social security service system of highcoverage and high standard. However, no matter from the coverage rate or thesecurity level, rural residents are far lower than urban residents, and there are evensome vacant status on plant. The dual gap is so obvious that urban and rural residentsare under different social security systems. To solve this problem, the most convenientmethod is to improve the rural social security system and solve the problem ofoperating mechanism, reaching to the balance urban and rural development as awhole.This thesis takes the social security mechanism of Hequ county in Shanxiprovince as a research subject. By2011, Hequ county has basically achieved a wholecoverage of the aged and medical insurance policy, and the other aspects of birthinsurance, work-related injury insurance and unemployment insurance are goingfurther expanded. And more works start full swing including urban minimal assurance,urban-rural medical assistance, the five guarantees supporting as well as disabledchildren helping. Nevertheless, there still exist many issues of social security in Hequcounty: no participating for peasant-workers in the social security system; the lowlevel of the whole rural social insurance; the low degree of socialization; and thelimited resource for rural social security funds. Therefore, it is quite imperative for usto further improve the integration of urban and rural social security mechanism, whichhas a great significance on driving economic growth, promoting social justice,maintaining social stability, fully realizing the goal of building a well-off society,narrowing the gap between urban and rural areas and construct a harmonious socialistsociety. This thesis argues that the integration of urban and rural social security in Hequcounty regarded as an important exploration of the county social security practice inour country, which can be completely achieved in the future. Based on the formerresearch results and combined with a series of detailed social security policyformulated by people’s government in2011, as well as the reforming process of theurban and rural social security in the past few years and the overall security level, thisthesis will explore the restricted obstacles and solutions during the process of carryingforward the specific social policy in the integration of urban and rural social securityand borrow some practical experience from other advanced areas which take the leadof the integration of urban and rural social security through the explanation of socialsecurity theory and the very specific analysis to the process of government publicpolicy’formulation and implementation.
