Analysis Of Governmental Action On The New Type Of Rural Community Construct In Anyang City

The new rural community construction of Anyang is able to balance urban and rural development, to push the integration process of urban and rural areas and to promote rural development. To propel the new rural community construction will be the concrete reflection of thoroughly applying the Scientific Outlook on Development, an important way for Anyang to be a Territorially Central Cities of Central China Economic District, and an essential task to push forward the building of new countryside of Anyang for the12th Five-Year Plan and a fairly long period of time.This thesis focuses on governmental actions in the new rural community construction of Anyang. And based on the study of functions and measures taken by the governments home and abroad in the same process, this thesis discusses the existing problems and causes and explores the working principle, the working priorities and the working directions for further work in details.Connotation and characteristics of the new rural community construction and its significance will be elaborated in the first part of this thesis, in which research method and theoretical basis adopted in this subject will be analyzed. The second part, by generalizing and analyzing governmental action home and abroad in the new rural community construction, explore in depth governmental action in typical regions from the aspect of the government’s whole idea, its working principle, working priorities and policy formulation so as to inspire the government of Anyang city. The current situation of governmental action of Anyang city in the process of the new rural community construction will be elucidated and governmental policy making and the working principles adopted and achievements will be summarized in the third part. The analysis of existing problems and reasons will appear in the fourth part. The fifth part, the most important part, by explaining the theory and practice of governmental action, governmental working focus of Anyang city in such aspects as planning, policy, capital and land is proposed and principles government should adhere to and how to eliminate such bottlenecks as capital and land and how to take good advantage of governmental policies and none-institutional factors are elucidated.This thesis helps to understand the significance of the new rural community construction in the construction of Central China Economic District, to understand governmental working focus of Anyang city in this process and to provide theoretical and practical guidance for city decision-makers.
