Innovation Study On The Developent Model Of New Rural Communities In Henan Province

The new rural community development is the comprehensive development of rural land and housing. As a integration of the new mode,it’s beneficial to land, village space and surplus labor in rural areas. It carried out economical and intensive utilization of land, developing regional dominant industries and agricultural modernization.In this paper,based on in-depth study of rural community development theory abroad, defining the concept of the new rural community in China. This paper combed the vast amounts data of the new rural community development model and take this as the research object, through the summary of the new rural community development mode in South Korea, Japan and Germany, and comepaired to the new rural community development in Jiangsu, Jiangxi and Sichuan, The new rural community development experience are:we should adhere to government-led, and strengthen villagers’autonomy ability; Improve the social security and the foundation for the new rural community development, at the same time pay attention to the protection of agricultural land.Combined with present situation of the new rural community development in Henan province, we get the analysis of Henan province achievements, In Henan province,there are three innovation patterns of the new rural community development analyzed, and concluding that village cooperation development mode is suit to promote, and the principles and ideasof the new rural community development are also presented. Finally putting forward tu the effective path:the new rural community development innovation is through perfecting policy, legal protection, building support for the new rural community development of the financial system, strengthening the land circulation system, property rights system and the construction of land expropriation compensation system, and the reform of rural social security and agricultural industry supporting vigorously promote the new rural community development mode.The new rural community is a new type of urbanization, farmers and the urban community residents equal public services. Speeding up the development of new rural communities construction, improve the rural residents production and change the way of life, finally improving the quality of life of rural residents.
