With the deepening of economic globalization and the international division of labor,asa new form of trade,outsourcing services can promote the industrial structural adjustmentand optimal allocation of resources, and thus becoming a new round of worldwide hot spotsin industrial transfer. Then, China should also actively comply with the worldwide wave ofoutsourcing services, and promote the rapid development of China’s service outsourcingindustry by focusing on taking advantage of its own resources.Firstly, through a review of the literature and theory of domestic and internationalresearch on outsourcing service to determine the connotation of related terms and thetheoretical framework of the article; secondly, analyze international and domesticoutsourcing service industry development, from the overview of the overall development,market structure and development trend perspective, and select international market shareindex to have a comparative study of the international competitiveness in China, India,Canada, Ireland and Russia’s national outsourcing service industry and so on, in order toclarity the overall international competitiveness of China’s outsourcing service industry;thirdly, focus on the outsourcing industry development of China’s outsourcing servicedemonstration cities from infrastructure and economic environment, as well as personneltraining mechanism aspects, fourthly, based on the fusion in adjusted GEM model withfactor analysis method, evaluating and ranking the outsourcing service industrycompetitiveness of China’s service outsourcing model cities, and from the empirical analysisresults, China’s outsourcing service demonstration cities can be divided into four categories,select Wuxi’s and Suzhou’s service outsourcing industry as a case study to compare andanalyze why cities in the same area but attributable to the different classes of model cities.And finally from each model cities and cities in the same area’s angel, find the suggestionsto promote the development of China’s service outsourcing industry.The main conclusions: First, in the past10years, China’s service outsourcing industry’sinternational competitiveness presents a rising trend, and in2011, achieves a slight advantagebeyond Ireland, but which still exists large gaps compared with India; Second, China’s serviceoutsourcing model cities can be divided into four categories according to results of empiricalanalysis based on the GEM model and the factor analysis, at the same time, the resultsshowed that the technical facilities factor and economic and environmental factors influencedthe development of service outsourcing industry in various model cities a lot, and differenttypes of outsourcing service demonstration cities encountered different bottlenecks ofoutsourcing service industry, thus we should choose strategy based on each owncharacteristics. Third, to enhance the overall competitiveness of China’s service outsourcing industry, while from the model city, first class cities should focus on increasing governmentefforts to support outsourcing service industry, second class city should focus on enhancingthe level of technological innovation, the third-class city should focus on strengtheninginfrastructure construction and the fourth-class city should focus on strengthening economicstrength.And from model cities in the same area, we can though the four factor tocomparative analyze the model cities to identify more targeted path for the development ofservice outsourcing industry.
