With the ability to ascend, people can deal with affairs which are more complexity. In the field of project management, the project scale enlargement and project facing the complicated external environment. The emergence of concept of multi-project and project group put forward some challenges to the traditional single-project management approach. In order to better meet the needs to deal with the problems of the development of project management, to strengthen the organization and project management capabilities, in the early1990s, the Project Management Professional put forward "Project Management Office (PMO)" as the way to solve the problem. Subsequently, Enterprise conducted a lot of research and practical work on the Project Management Office, and regards it as the core competitiveness of enterprises.The World Bank project is the product of collaboration of the Chinese government and the World Bank, the Chinese government agency responsible for managing the implementation work of the project. With detailed analysis of the characteristics of the project of the World Bank, the project management mode and the problem of it, the author determine the need for leading "the Project Management Office (PMO)" into the World Bank project management. The author detailed analysis on the basis of the project management office research at home and abroad, build a Project Management Office of the World Bank, and clearly its definition positioning, responsibilities and values, embody the characteristics of the project management office, and deepen people’s understanding and awareness of the Project Management Office. The authors also based on the contingency theory of organizational structure, build the organizational framework and the composition of the World Bank Project Management Office, and it can be reference by other organizations that will build the Project Management Office. Finally, the author uses the GEF efficiency of thermal power project as a case to study and analysis, in order to validation of the value of the Project Management Office. In Chinese government, there are a lot of people’s livelihood projects in the implementation every year, the study of World Bank Project Management Office, can provide a new way of thinking to Project Management in Chinese government, and at last to improve the project management capacity of government agencies.
