Urban New District is an effective way to expand city scale and promote urban economic development in the process of urbanization, which has been adopted by many big cities in China. However, for the lack of living facilities in accordance, the workers of new district are mostly live in the Old Town. Separation of workplace and residence has generated a lot of commuting traffic demand between new and old city, which causes the road congestion.Reasonable land use can reduce the traffic demand from the source.Thus, this paper argues that at the beginning of the new city construction, scientific and rational mixed land use planning should be conducted cooperating with the layout of the manufacturing industry. And setting the right amount of living service facilities to attract some workers living in the Urban New District. This practice is beneficial to alleviate the pressure of the traffic brought about by job-housing imbalance, but also to improve the quality of the workers’life. Therefore, how to optimize land use pattern the new area is a key research question in this paper.On the basis of theoretical research, firstly, detail analysis is carried on to the research question. And then City New District Land Pattern Optimization Model is established. in the model, the factors of housing price and the accessibility of the hospitals, schools, business and financial services,CBD, Sub-CBD as well as workplace are considered to study the address choice behavior. Then, the accessibility of this service facilities and commuting are taken as quality of life. at last, with highest quality of life of the workers in new district and most facilities service number per unit area as two targets.Thus,the land use structure optimization model is established.Finally, Dalian Airport New Area is taken as an example, the model in this paper is used to optimize the Airport New District land use structure. The land use optimization results are shown in section4.6. Optimization results show that in the new area layout reasonable land for life service facilities can attract more workers living in the new city, ease traffic pressure caused by the job-housing imbalance. The research can provide a way to reduce the traffic pressure between new and old solution, as well as the theoretical basis for the Urban New District land use planning and scientific guidance.
