With the booming development of society and the economy, now it has entered the era of knowledge economy, where the improvement of the social productive forces highly relies on innovation. CNC machine tool industry is a high-tech industry, and its development depends on a combination of technological innovation and market innovation. In recent years, China’s CNC machine tool industries focus on the developing of innovation, but with the limitation of domestic technology, most of the CNC machine tool enterprises have to take the introduction of new technologies from abroad to digest and reabsorb.As a result, this kind of innovative model promotes the technical development of the domestic CNC machine tool industry in some extent, but still unable to grasp the most advanced technology in the world. CNC machine tool industry’s low capability of innovation independently can still not be changed.Collaborative innovation is becoming the academic research hotspot, and also national key developing innovative models, it requires supplied guidance and support from the government. With the enterprises, universities, research institutes being as the core innovation institutions, assisted by services and financial intermediaries institutional,collaborative help us to communicate with each other and work together, share resources and optimize the allocation and then promote the development of innovation. This article will apply collaborative innovative ideas to the research of the status quo of the CNC machine tool industry in Dalian City. According to analyzing each status of Dalian Government, colleges and universities, research institutes, CNC machine tool enterprises in Dalian City, intermediaries and financial institutions, and mutual cooperation among them to determine whether the CNC machine tool industry in Dalian City meets the requirements of collaborative innovation. Meanwhile, through the exploring to Dalian Government’s development of the status quo as well as analysis of the background of the current CNC machine tool industry to find out problems in CNC machine tool industry in innovation and seek future development challenges and opportunities, know ourselves and found a suitable industry collaborative innovation model to overcome the defects which had not be solved fundamentally. Through innovative integration of resources in Dalian City, CNC machine tool industries improve their innovative capacity and competitiveness at a high speed, as a result, have chance to remain invincible in Liaoning Province, China and even the world. In this paper, I utilize patent analysis and mapping of knowledge to study about innovation and cooperation in CNC machine tool industry in Dalian City, estimate the current "Industry-University-Research" cooperation and core technology according to the institutional cooperation and the discovery of key technology.In the end, based on the innovative status and existing problems in the CNC machine tool industry in Dalian City, low valuable knowledge conversion rate in universities and research institutes, and the limitation of innovative capability and lacking rapid response the market demand in enterprises, put forward " Discovery-innovation " collaborative innovation model, and propose how to play their utility as government, enterprises, universities, research institutes. And also increase the construction of intermediary agencies and financial institutions and support efforts, and then expand their services and support efforts.
