With the development of globalization, the type of software services outsourcing has changed a lot. The numbers of new projects has begun to decline, and maintenance projects have begun to occupy a predominant position in some enterprises. However, during the long process of software maintenance, because of the cost, quality, risk and the external political and economic factors, it may lead to the handover of the maintenance. So, how to control the quality of the handover and make sure the handover process smoothly has become a challenge that have to face.Because of information asymmetry and poor openness of the maintenance projects, during the handover process, it usually is the project owner who determines the scope and method of the handover and led the progress of the whole handover. But during the handover, when project owner does not cooperate with the undertaker, it will be a disaster. Because of lack of effective counter-measures to the project owner, during the handover process, the undertaker will be difficult to confirm the scope of the handover and ensure the quality of the handover. And this may result in an extension of time, rework even project aborted.This study which is based on Fukuda China Co., Ltd. stopped halfway during project handover process because the quality of handover is not up to expectations, combined with the key points of software maintenance project, analysis underlying reasons lead to the quality of the handover out-of-control and summary the limitation of handover workflow and method.From the view of the scope of the project management and quality management, and knowledge transfer theory and the actual situation of the Fukuda, this study has put forward a set of handover methods which give full play to the initiative of internal staff and weaken the adverse effects of the project owner. In a certain sense, these sets of methods are much clear about the scope of handover, handover methods and the quality control. Based on this, the quality and success rate of handover have been improved.
