As economy growing quickly in China, it’s a golden opportunity to cement industry. Cement is in great demand because of infrastructure construction, real estate development and new countryside construction. Due to high energy consumption and high waste emission, cement factories bring both economic benefit and environment deterioration. Reducing dependence on natural resources and waste emission can not only solve conflict between production and environment, but also make sustainable development come true. Obviously, according cement production characteristic, using scientific evaluation method to evaluate cement factories’eco-efficiency is becoming the prior issue.With the goal of finding a reliable eco-efficiency evaluation method, this paper took Data Envelopment Analysis, Material Flow Analysis and Emergy Analysis into account. Learning from the studies at home and abroad, measurement and evaluation system of cement factories was raised, and case research was also done. The idiographic work is as follows:Firstly, this paper systematic concluded relevant documents and pointed out their limitations. After summarizing Eco-efficiency, Data Envelopment Analysis, Material Flow Analysis and Emergy Analysis, unifying those methods was the approach to reasonably measure and evaluate cement factories’ecological context. This method expanded eco-efficiency field on the theoretical system, which provided basic theory for measuring and evaluating eco-efficiency of cement factories.Secondly, after analyzing cement process characteristics, integrating Data Envelopment Analysis, Material Flow Analysis and Emergy Analysis, cement factories’measurement and evaluation system was established. Taking production process as a black box, Data Envelopment Analysis got relative efficiency of cement factories that were multiinput-multioutput system. Then, the paper made use of Material Flow Analysis and Emergy Analysis to have a deep analysis on cement production process, taking account of materials, energy and economy.Finally, research on two cement factories in Dalian from2009to2011was empirical research of this paper. The results show that cement factories which adopted advanced techniques were valid both in technique and in scale, but their eco-efficiency was low and sustainable capacity was poor. This paper came up with strategies suggestions to improve cement factories’ eco-efficiency, taking production process, social and environmental factors into account. This paper studies on ecological problems of cement factories using the theory of Eco-efficiency. Systematic study was taken in this dissertation on the Eco-efficiency and its evaluation method of cement factories, which provides an analysis tool and a theoretical support for the ecological construction of cement factories.
