In recent ten years, Daqing oilfield, Huabei Oilfield, has introducedthe tank cleaning system of Japan and Denmark BLABO wind COWS machinery,which greatly improves the production efficiency, economic benefit,ensure safety in production. However, China’s current crude oil tankcleaning, due to various reasons, is still in the initial stage. The mainreason is because of expensive imported equipment, each in the tens ofmillions more, this will not only increase the mechanical cleaning costof crude oil storage tank, also limits the popularization and developmentof this technology. In addition, the mechanical cleaning oil tanks tobreak the original manual tank cleaning chain of interests, thetraditional method of manual cleaning tank, although no constructioncosts, but a large number of tank bottom oil can not enter the oil storageand transportation system, resulting in a waste of resources and economicloss. Mechanical cleaning technology implementation to local people’sinterests, so the technology advance by a great resistance. The correctunderstanding of the project on the oil field oil production efficiency,improve economic efficiency, is preparing to introduce the equipment,fill the oil tank cleaning this blank.This paper attempts to study the construction of tank intelligentcleaning equipment procurement project risk evaluation model and index,combining relevant management theory, risk analysis and evaluationThe content and framework of this study are as follows:The first chapter discusses the research background and significance,research content and structure of the research status, related fields athome and abroad;The second chapter puts forward the definition, properties andclassification of risk, and puts forward the concept of project risk, the project risk management the significance, characteristics andprinciples;The third chapter puts forward the tank intelligent cleaningequipment (COWS) procurement project risk evaluation model and index,risk index were identified according to economy, technology andmanagement, and puts forward the significance, principle, basis risk isdiscussed and research;The fourth chapter on the basis of the previous chapter, combined withthe actual work of oilfield production, all kinds of risk of the projectcarried out a qualitative and quantitative analysis, a preliminaryanalysis of the size of the risk indicators;The fifth chapter based on the analysis of various risks, put forwardthe risk countermeasures;Sixth chapter based on the above analysis for the full text of thesummary, and put forward the prospects for the future of the project.According to the domestic and foreign research on the project in thispaper, combined with the actual oil production in oil tank cleaning,intelligent procurement project may face the risk, due to the currentresearch results of this type of project risk is not much, this paper triesto apply risk indicators into economic, technical and management threecategories, respectively, on the supply and demand, price risk, financialrisk risk, QHSE risk and energy-saving, risk of employee skills, in theresearch scope and location also has some beneficial attempt, try toforecast evaluation for the oil tank intelligent equipment procurementproject risk and made some beneficial exploration.
