Accompanied the rapid growth of China’s auto market in recent years, domestic carmakers are rapidly expanding, while parts supply market which is supporting the vehiclemanufacturing is changing dramatically. Such as major international auto parts enterpriseshave set up factories in China, integration between domestic parts enterprises andinternational parts enterprises, the market for the supply of raw materials prices have beenhigh, wages gradually rose, limited capacity of the excellent parts suppliers, etc. At present,the mainstream vehicle manufacturer’s parts procurement management mode is still at twotypical modes: one is Cooperation-led procurement mode, the other is Competition-ledprocurement mode. Analysis shows two typical procurement management modes there arecertain problems and limitations, and this cannot meet the ever-changing supply market. As20years to enter the Chinese automobile joint venture manufacturing companies FAW-Volkswagen is also facing the same problem, how to adapt to changing market procurementmanagement paradigm shift is the focus of this study. The implementation of the supplierstrategic management to establish that competition and cooperation supplier system is thekey to the car manufacturer procurement management paradigm shift.From the introduction of the corporate strategic management theory, introduced themain content of the strategic management and implementation of the strategic managementprocess, and then introduced the specific content and an important component of theprocurement strategic management, focusing on the supplier strategic management one ofsourcing strategic management constitutes. Supplie r strategic management includes supplymarket positioning to determine the each material classification and then for differentclassification corporate can adopt different appropriate vendor sourcing strategy; alsoincludes positioning of supplier relationships and supplier management at different levels,the two positioning management method is an important basis of this paper.Base on the supplier strategic management theory and methods, combined with thestatus of the FAW-Volkswagen procurement management, the paper designed FAW-Volkswagen supplier strategic management program. Firstly2000purchased parts on thevehicle are classified to more than200material group, each type of material group ispositioned according to the supply positioning mode, the different positioning correspond todifferent procurement strategy and supplier strategy,secondly all suppliers are classified based on supplier relationships positioning model, then the future development measures ofthe suppliers are determined, thus each type of material suppliers development plan workedout. This plan includes the procurement strategy, the number of suppliers, supplierrelationships, suppliers development measures.Finally, the paper proposed the measures for the implementation of the supplierstrategic management to ensure that supplier strategic management theory and programs arefeasible in the enterprise.This study is from the corporate status analysis, combining classic strategicmanagement theory and methods, pointed out that the supplier strategic management keyconcept is differentiated management, and then designed the appropriate supplier strategicmanagement program according to this concept. The worth mentioning is the application ofmanagement matrix model at the three key aspects of the supplier strategic management,three key aspects include material supply positioning, supplier relations positioning andsupplier development measures determining, to ensure the standardization of themanagement process, the procedures of the management process, the explicitness of themanagement process, then avoid procurement management depending on experiencemanagement, to provide an objective, scientific, practical management tools and methods forenterprises.
