The composition of all military are inseparable from a variety of components, so the stand or fall of components has become the key factors influencing the quality of military products. Therefore, the components of the purchasing management is the key of the current military enterprise management. With the deepening of the socialist market economic system reform, the military scientific research units will also gradually realize the transformation from planned economy system to market economic system, causes our country the military market information is not smooth, military scientific research enterprise purchasing management has been in a loose state of electronic components, the components quality is not guaranteed, will affect the overall quality of military products. So, to manage components of the control, not only to grab from external, But also within the enterprise from procurement to control components, before and after, in turn, strengthen the management of purchasing components of basic work, acceptance, nonconforming product control, and strengthen the selection of components suppliers, control and evaluation, is the only way to do the purchasing management of military components.This paper USES the theory of purchasing management and supply chain management, studied the components before and after purchasing management, the main work and research conclusion:1)The management of military components before purchasing. Before purchasing management mainly includes components for purchasing personnel management thinking and management skills training, and optimization of formulation components selection standard index and demand plan. On this basis, combining with the actual situation of LT group, using analytic hierarchy process AHP analysis of supplier evaluation index system, finally choose qualified suppliers. After choose qualified suppliers, military representative take the quality as the center of gravity of purchased components inspection, research and development, production use, supervise the whole process of management, and introduces the supervision of the deputies to the military basic responsibilities and monitor.2)After military components procurement management. The management is guarantee the quality of components as the core. In the strict implementation of GJB9001A- 2001 quality management standards, on the basis of established after purchasing components quality inspection requirements and procedures; And then made the control of nonconforming product and corrective measures, including the functions and organization control mechanism of nonconforming, nonconforming product control procedures and its corresponding corrective measures; Second, the comprehensive assessment and management of component suppliers, the corresponding responsibility and its implementation measures; Finally, the procurement staff to evaluate the performance and formulated the corresponding incentive and punishment.In this paper, the research to improve the level of LT group purchasing management help to reduce the product cost and improve economic benefit.
