Evaluation And Integration Research Of Non-Employed Resident Health Insurance System Of Jiangsu

Basic medical insurance system for Non-Employed residents is an importantconstituent of social security system and also an powerful mean to protect citizens’health rights. However there is “binary spilt” situation exists in basic medicalinsurance system, different people in urban and rural areas have different medicalinsurance benefits. Into the new century, government began to cherish the value ofmedical insurance system and take active steps to improve it. The new “health carereform” is ready to build medical insurance system covering both urban and ruralresidents and achieve the grand concept of universal health care system, which providesa great opportunity for us to establish basic medical insurance system for urban andrural residents.As one of the most developed part of eastern China, Jiangsu is always in theleading position of the coverage of basic medical insurance system for urban and ruralresidents. About18areas in Jiangsu had carried out the integration of medical insurancesystem for Non-Employed residents and tried to narrow the gap, at the same time,reduce the loss of rural residents’ benefits. After several years’ practice, the satisfactionof urban and rural residents is rising. But in the integration progress, there are still a lotof problems, such as lack of legal basis, inconsistent of regulatory agencies, low levelsof Fund operation and poor financial sustainability of the Fund.The paper starts from integration theory of medical insurance system, thenintroduces the development of basic medical insurance system for Non-Employedresidents in Jiangsu province, evaluates the situation of the system, compares the maincontent of the system, summarizes the mode of medical insurance system integrationand puts forward some reasonable proposals for the improvement of the integration.The first part outlines the background of the topic, the overview of the domesticand international research about this topic, the ideas and methods of the research, andalso the innovation point of the thesis.The second part is mainly on the basic medical insurance system forNon-Employed residents’ theory research, including the meaning and content and alsothe theoretical basis of the integration.The third part studies the development of basic medical insurance system forNon-Employed residents in Jiangsu, analysis the problems existed. Then builds quantitative index system and evaluation criteria on the basis of the classic medicalinsurance evaluation method, uses “structure-process-outcome-influence” to assess theresults of basic medical insurance system in Jiangsu.The forth part takes the comparative study to analysis the content of urban andrural medical insurance system, takes advantages of the perspective of Public Policy andInstitutional Economics to illuminate the integration, explores the path, method, mode,macroscopic and microscopic factors. At last, estimates the integrated medical insurancecontribution rate and financial burden for the government.The last part draws a conclusion that providing further developmentcountermeasures of the system in Jiangsu from four levels based on the previousresearch work.
