Local government debt is the local government, as a debtor, in the contract terms to the creditors bear the obligation to act or omission. In recent years, with the expanding of the local government debt, the hidden risks gradually outside. The formation of local government debt is caused by a variety of reasons. For different periods, different levels, the different causes of different types of debt, based on existing data, this study combined with the typical local area research, start from the actual work of local government debt status, causes of research, analysis put forward a comprehensive, multi-angle solutions and measures for the relevant aspects of the handling of the idea of learning and decision-making, from the theoretical and practical point of view there is a certain practical significance.This paper comprehensive application of economic theory and other modern management techniques of government debt to comprehensive analysis the local government debt of Hubei Province, and focus on the characteristics of Hubei province local government debt (including debt and the proportion of total debt, structure and size of debt, and run effectiveness), the main problems and the reasons for the formation of theses problems, also, we carried out a systematic analysis for the debt of Hubei Province government debt from the financial system, economic system and management. According to the actual situation to resolve the history of accumulated debt and prevent the debt risk, the paper offers three threads:improving financial system, counterpoise to differentiate with right of property and the thing; accelerating the economic system reform, determining the relationship between the government and the market; perfecting management system.This research is organized as divided into four chapters, each chapter reads as follows:The first chapter is introduction section, the main account of the background, significance, research status, research methods, the innovative and shortcomings.Chapter Ⅱ is the relevant theoretical analysis of. We analyzed the concept of local government debt, the status quo of China’s local government debt, and the reasons for the formation of local government debt for theoretical level. Chapter III is Hubei Province local government debt empirical analysis. The chapter has been analyzed the characteristics of Hubei Province local government, also analyzed the main problems and the reasons for the formation of theses problems.Chapter IV is policy proposals. Based on the content and results of these studies, the chapter on the Hubei provincial government debt made suggestions for improvements and countermeasures.
