The Study Of Hubei Urban And Rural Basic Endowment Insurance System Transformation Mechanism And Countermeasures

Since reform and opening up, rural endowment insurance in Hubei Province has made remarkable achievements, initially formed a more comprehensive system of social pension insurance system pattern of old-age security for the residents of the province. It has played a positive role, but problems exist in the design and implementation of the system. Currently, the basic pension insurance system in Hubei Province is not uniform, the content is complex and difficult to converge,"city gets more attention and rural gets less" feature is obvious which shows lack of co-ordination. Also the gap between pension benefits of urban and rural residents increased, which is not conducive to building a harmonious society.This paper argues that:In the new era of building a moderately prosperous society, with the scientific outlook on development as guidance, research and reconstruction of urban basic old-age insurance system in Hubei Province will have great significance on the urban and rural development, promoting social harmony and accelerating the building of promoting the strategic pivot of central China. Therefore, this article, in accordance with the idea of urban and rural co-ordination, deeply studies the status of basic endowment insurance system; analyses the differences and obstacles of insurance system in Hubei urban and rural areas; puts forward the ideas of convergence and transformation of the basic endowment insurance system in Hubei urban and rural areas and the internal mechanism; and raises policy suggestions to the convergence and transformation.The content of this paper includes five aspects:The first chapter is the basic endowment insurance system theory, which introduces old-age insurance system and the concepts of basic endowment insurance system and the corresponding model. Also it describes the meaning and conditions of the convergence and transformation of basic endowment insurance system of urban and rural.The second chapter reviews and evaluates the reform of basic pension insurance system in Hubei. First the article summarizes the major achievements of urban basic old-age insurance system and the difference between the pension systems, followed by the discover of rural social endowment insurance system, which can be divided into three stages:initial stage of the pilot, comprehensively accelerated development stage, consolidation stagnation stage, and finally the article analyses the features of the basic old-age security system in urban and rural areas in Hubei Province.The third chapter analyses the worldwide different effects of new rural social pension insurance systems, and thus summed up the pilot process that should be taken into account in the "new farmer’s insurance".The forth chapter in Hubei Province convergence of rural and urban basic old-age insurance system for analysis and transformation of the barriers, obstacles and within the system is divided into barriers to two factors outside the system.The fifth chapter is the most important section of this article, it elaborates the convergence and transformation in basic old-age insurance system for urban and rural areas in Hubei Province in details. It analyzes the internal mechanism and ideas of the convergence and transformation, and from the identification of urban and rural basic pension insurance system’s basic structure, integrate and regulate urban and rural social endowment insurance system, a unified collection of pension insurance four aspects of operation and management of basic urban and rural areas of Hubei Province reached convergence and transformation of old-age insurance system response.
