Jiangsu Province Industry Organization Performance Evaluation And Empirical Study

With China’s accession to the WTO, Industry associations play more and more important roles in developing socialist market economy, solving trade disputes, transforming the government’s function, regulating industry’s acts. Recently, industry association’s importance has received wide recognition and attention. At the meantime, our country’s industry associations have met the rare developing opportunity, and entered the high-speed developing period.Industry associations are administrative and state-owned, whose structures are unreasonable; functions are imperfect; and regulations are irregular. Some individual administrative Industry associations have become the secondary government or profit-oriented industrial monopolies, which is harmful. Besides that the government did not grant independent legal status to industry associations, the main reason is that efficient performance evaluation is needed, which is essential.Based on the researches by the domestic and abroad experts, the study of Industry associations, and the first-hand materials, by multiple quantitative tools, three-dimension structures of performance evaluation are introduced creatively. Some methods such as AHP. subordinate degree, and fuzzy synthetic evaluation are used in this paper to build the Index System of Industry associations’performance evaluation in China which is based on Stakeholder Theory. Such an index system is helpful for self-evaluation and management-evaluation.The experimental performance evaluation in Jiangsu Association for Medical Devices Industry reflected the evaluation process, and has proved that such an index system is correct and feasible. The findings in this paper can provide the theory evidence and experience for the standardized, scientific, institutional management of performance evaluation in China.
