Research On The Rural Land Contracting Right Circulation Institution

The objectives of the research: The paper makes empirical research of agricultural land circulation in Xuzhou by using the institutional change theory, land property rights theory, land rent and price theory and scale returns theory. The paper analyzes the problems of land circulation and develops reform measures which are practical to promote the circulation of rural land based on the conditions of the country and the rural areas.Research method: philosophical analysis, literature review, induction method,the combination of empirical analysis and normative analysis, the combination of macro analysis and micro analysis, the combination of qualitative analysis and quantitative analysis.The research content: The first chapter introduces the research background and research significance. It also introduces domestic and foreign related theory of land circulation, the research methods and technical routes. The second chapter introduces the institutional change theory, land property rights theory, land rent and price theory，scale returns theory and the necessarity of land circulation. The third chapter makes empirical research of agricultural land circulation in Xuzhou, introduces the situation of Xu Zhou’s geography conditions and economy development conditions and analyzes land circulation’s influence to economic development. Then the paper designs the effect graph of land circulation to the construction of new countryside and the development of urban and rural in Xuzhou on the base of previous studies. The paper also concludes the experience of Xu Zhou’s land circulation and explores many problems of land circulation, such as incomplete system of property rights of rural land, undeveloped land circulation management mechanism, low mercerization, authentication issues of agricultural cooperative shares and the impact of exemption from agricultural tax etc. The forth chapter puts forward some suggestions to solve the problems of land circulation:(1) Legal system level: to further clear the rural land property rights and guarantees farmers’ complete and firm land contracting management right (2) Economic system level: to establish modern rural financial system and establish land circulation mercerization mechanism (3) Technology level: to strengthen land remediation work, check and register land, strengthen the cadastre management and establish the land evaluation mechanism (4) Administrative levels: to establish and perfect the management and service agencies, regulate land circulation procedures, establish the qualification and quality examination mechanism for the operators and further strengthen the land circulation’s supervision mechanism (5) Social level: to improve rural social security system, develop the rural education vigorously, strengthen the a research and extension work about gricultural technology,and to clear agricultural cooperatives identity reorganization. The following is that the paper figures out some problems need to be paid attention when land circulation: the scale of agricultural business should be appropriate because too big scale of agricultural enterprises is not good to the inflow sides too fast land circulation speed is not good for the society so it should develop gradually and steadily. The fifth chapter makes a sum of the paper. The innovation of the paper may be the graph of land circulation in Xuzhou City and the revise of the land value formula of Marx’s under the actual situation of our country.
