China’s market economy has been tremendously developed, since the reform and opening up was carried out. The investment of fixed assets has maintained a rapid growth. The scale of construction projects has been expanded each year. Engineering cost consulting enterprises, as one of the main body of the construction market, have gradually been tremendously developed. Engineering cost consulting enterprises provide engineering consulting services for the construction market, to ensure the efficient operation of the construction market. Our engineering cost consulting enterprises have been affected by the planned economy. Their own problems seriously hamper the development of the engineering cost consulting enterprises. For example, management level is lagging behind, personnel structure is not reasonable, and incentive mechanism is not perfect. Since the accession to the WTO, the competition of project cost consulting market has been more intense due to the entry of foreign engineering cost consulting enterprises. We should carefully analyze the problems of the engineering cost consulting enterprises, to improve their competitiveness. There is an important practical and theoretical significance to study performance evaluation of the project cost of employees and establish a scientific and rational performance evaluation model, for strengthening the personnel management of enterprises and promoting the stable development of enterprises.This paper studied employees’ performance evaluation at home and abroad. This article learned from motivation theories, human capital theory and performance evaluation. This paper analyzed the present situation of the project cost employees performance evaluation at home and abroad. This study mainly included the following aspects:(1)It proposed research questions and significance of this article, on the basis of Research background. This paper cleared the object and research scope of this article, by defining related concepts. By analyzing the present situation of the project cost employees performance evaluation at home and abroad, it would provide the effective reference to determine indicators of the project cost employees’performance evaluation and establish a scientific and rational performance evaluation model. It proposed research methods, ideas and technical route in this article.(2) This article analyzed motivation theories, human capital theory and performance evaluation to provide the theoretical basis of this paper.(3) It introduced the S corporation’s present situation, analyzed the characteristics of the project cost of employees and studied the present situation of performance evaluation of project cost of employees in S corporation.(4)Following the principle of determination of index, this paper combined with the research of many scholars and characteristics of the project cost of employees. This paper determined the index system of performance evaluation of the project cost of employees. Among them, the first-class indicator was the performance evaluation of the project cost of employees. The second-class indicators included work ability, work attitude, and work performance. The third-class indicators included professional competence, communication skills, learning ability, the ability of self-development initiative, responsibility, knowledge sharing, collaborative spirit, the rate and quality of work, the number of completed jobs.(5)It determined the basis data of empirical research, from the Investigation to the experts. This established the performance evaluation model of the project cost of employees, to evaluate assistant engineer, engineer and senior engineer in S corporation and analyze the results.(6)Finally it summarized the full text and gave suggestions and countermeasures.
