Pingchangxian New Countryside Construction Planning

The issues concerning agriculture, the country and the farmers are the bottlenecks of the economic development and modernization in our country for a long time. In the face of slowly rural development and incongruous development of both urban and rural areas, the Party Central Committee and the State Council made a decision to improve the building of new socialist countryside and at the same time, they has increased investment in rural development. Now the countryside-construction is entering a new era. However, as most of the countryside-construction are lack of scientific planning and some areas exist the problems of waste of land resources、unreasonable industrial development、backward construction of infrastructural facilities、settlement hollow、uneven building quality and inadequate protection of ecological environment, so scientific and reasonable layout is the key of new countryside-construction.The frame of the paper is found the problem-analysis of the problem-to solve the problem" and the paper is on the theory of "anti-planning","land relationship", and "urban-rural integration". On the basis of huge literature and field work this thesis takes Wang jialiang, a town of Ping Chang city, as the research objects and presents the basic situation and some current problems. Benefiting from the experience of the construction of new countryside in Sichuan, this thesis put forward a new plan which is fit to the new countryside-construction in this study area, in order to promote the new countryside-construction and to hold a mirror to the other areas. The conclusions of this thesis are as follows:[1) Wang Jialiang village located in the mountains, and has the problems such as low quality of the population, irrational utilization of land resources; lack of pillar industries, slowly infrastructure construction and other issues which constraints to the smooth progress of the new rural construction. (2) Based on the requirements of the new rural construction and combined the condition of Wang Jialing village this thesis gives detailed and concrete programming project from land use, industrial development, infrastructure construction and characteristic development.(3) At present there exist some problems in the development of the study area, such as old-fashioned ideas, inadequate land policy, low economic development which are certain constraints on the implementation of the plan.Therefore, in order to ensure the implementation of the plan and advance the new rural construction, we should intensify the construction of spiritual civilization, improve the land transfer mechanism, enhance leadership and raise funds from multiple sources.
