The Research Of Guangdong Social Insurance Administrative And Service System Construction

Social insurance, as an important element of the social security system, is describedusually as the “safe nets of life”,“regulation valve of income distribution system”,“absorber of economy” and “stabilization of the social development”. It is an assistantscheme provided by government and society to guarantee the basic living rights for civilpeople. Social insurance, which is a crucial indicate of social equity and progress, hassignificance on improving living standards and development of human society.Since the execution of reform and opening policy, based on the intrinsic requirements bythe developing socialist market economy, in order to satisfy the substantial needs by crowds,Guangdong Province successionally established the social security system including series ofinsurances such as the Basic retirement insurance and Basic medical insurance for urbanemployees, the on-job injury insurance, the childbirth insurance, and the unemploymentinsurance. In the new century, the pace of consummating the social security system has beingaccelerated; New-type cooperative medical insurance and retirement insurance for ruralpeople, Retirement insurance and Basic Medical insurance for urban habitants, have beenestablished already by steps. On28th October2010, after17years’ modification, the SocialInsurance Law had been passed deliberatively by the Standing Committee of the NationalPeople’s Congress. From that time, social insurance system had been realized fromfragmentation to unification.Social insurance agency management service is an important forming part of aservice-oriented government, and it is the primary agent for providing public insuranceservice. Consummating this service system is the main subject to propel the construction ofsocial security system and primary public service, and to improve the welfare and livingstandards of common people. Along with the reformation of the social insurance system, theagency management service in Guangdong Province has achieved great improvement.However, to contrast against the needs by large population and the further development of thesystem, difference still exists obviously. Therefore, based on Social Insurance Law, it is anurgent task to reinforce this agency management service system which is adjusted to theimprovement of social security system.Firstly, this dissertation will introduce the past and recent status of social insurancesystem in Guangdong Province in both summarized and detailed ways. And then according tothe analysis of experience, achievements and problems of the social insurance agency management service, carry out the idea that centralization management is the right choiceof social insurance system in Guangdong Province. In conclusion, it would discuss themethod of building up social insurance agency management service system which is adjustedto the improvement of social security system for both urban and rural habitants.
