Study On The Development Of Specialized Agriculture In Nyingchi County

Since the reform and opening-up, China’s economic development has made remarkable achievements, with people’s living standards significantly improved. However, a range of issues arise such as low growth of farmers’income, farmers’living in poverty, widening gap between urban and rural areas, and difficult development of agriculture. China’s agricultural development is faced with such practical issues as the lack of arable land, a large number of farmers, low efficiency of agricultural production, and low income of farmers. Therefore, how to resolve farmers’ employment and low income issues emerging in the period of dual economic development has become one of the major problems that must be resolved in the first place. For7consecutive years from2004to2010, all of the7annual top documents are related to "Agriculture, Countryside and Farmer" issues. The first part of the first document issued in2010by Central Party Committee clearly points out that "efforts must be made to promote the symtem of benefiting agriculture and farmers, and advance resource re-allocation from urban areas to rural areas". In order to achieve agricultural efficiency and increase farmers’ income, the key is to improve agricultural competitiveness by increasing agricultural productivity and added value of agriculture, and one of the most important ways is to develop specialized agriculture. Therefore, how to develop specialized agriculture by making use of the advantages in local areas has become a hot issue that must be resolved immediately.The special geographical environment of Nyingchi County objectively confines its main form of production to agriculture and animal husbandry. Boasting of their high quality, the specialized agricultural products of Nyingchi County has a broad market prospect. The development of specialized agriculture in Nyingchi is also a significant way to improve the efficiency of local resources and increase income of farmers. Moreover, it is a must for Nyingchi to develop agricultural and rural economy in a new period. This article is on basis of this historical context. After an analysis of the existing situation of the development of the specialized agriculture in Nyingchi, the paper conduct an in-depth analysis of the advantages and the main problems for Nyingchi to develop specialized agriculture, and finally, ideas and coutermeasures for the development of Nyingchi’s specialized agriculture are proposed at the end of the paper.The paper finds that the existing situation of Nyingchi’s specialized agricultural development is in a good shape and has begun to be of scale. However, there also exist quite a few problems. Firstly, production scale of the specialized agriculture is small and with low level of modernization; secondly, the specialized agricultural products are with low scientific and technological level, and with low levels of commercialization, marketization, organization; thirdly, scientific and technological education lags behind, and is lack of professional and technical personnel; and finally, ideological conciousness delays, and supports from government is not enough. There are a great many advantages for Nyingchi to develop its specialized agriculture, such as resources advantage, regional superiority, advantage of products’ quality, policies advantage. Through analysis, the author holds that the goal for the development of specialized agriculture of Nyingchi ought to be increasing farmers’ income and promoting its process of industrialization; secondly, Nyingchi should promote the strategic readjustment of agricultural structure according to its regional advantages in the process of developing its specialized agriculture; thirdly, efforts have to be done to develop rural cooperative economic organizations in order to enhance market competitiveness; and finally, Nyingchi should also increase the investment of agricultural science and education, and enlarge financing channels for the development of specialized agriculture.Developing specialized agriculture is a must for Nyingchi County to resolve issues concerning "Agriculture, Countryside and Farmer", promote structural readjustment of agricultural and rural economy, and meet the requirements of the development of agricultural industrialization. It is also of important strategic and pratical significance for economic development and social stability in local areas. Therefore, Nyingchi should firmly grasp the opportunities from the national policy and context of developing the weastern areas, establish a scientific outlook of development, and make full use of resources and regional advantages to develop the economy of specialized agriculture.
