Urban housing problem is a worldwide problem; every country has experienced or is undergoing this problem in the process of urbanization and economic development. And this problem needs housing security policy to solve. At present, our country is in the peak of the construction of public houses, which needs abundant money and resources, so we should study the efficiency of public finance spent on housing security to enhance the utility of housing security. This paper analyses the factors which affect the utility of housing security on the perspective of public house consumers. Through questionnaire survey, we got476samples, and then we use multiple regressions to find out the relationship between independent and dependent variables. Next, we use multinomial logistic regression to find out which factors affect the choice of different supportive patterns. At last, we propose some policy advice according to the research results.The results shows that housing toward, internal environment of resident district, different housing security patterns, per capita living space, former house condition, education and medical supporting are the key factors affecting the housing security utility. Under the same condition, for public house consumers, the utility of low-rent public housing is the highest, monetary subsidies’is the lowest, while the utility of affordable housing and public rent housing is between two parties. Sense of social isolation, the ideal type of housing, family size, the emphasis on house location, quality, design, equity and residential stability have a significant impact on the choice of supportive patterns.
