Research On The Construction Of China's Housing Security In The Perspective Of Public Finance

For three decades of reform and opening, various contradictions have gradually begun to appear and affected the normal development of society, as well as the further reform with the rapid growth of material wealth and urbanization, especially recently the community housing issues concerned and raised strongly in the society have been affecting the health development of economy and society. Since the reform and opening, China'housing system has experienced a series of reforms, but it is difficult to be solved for low-income families'housing effectively, the system and security system of housing need to be improved further. The issues of housing security are kinds of economic and social phenomena, for demographic, economic, and cultural factors concentrate in cities, which leads to the continuous and rapid growth of the prices of land and housing, beyond the purchasing power of the middle and low-income families. With the sustained and rapid growth of the price of housing and the backward of the construction of affordable housing, the issues of China's low-income families'housing will be the important factors which impact the social harmony and stability, as well as the health development of economy. Therefore, it is an important significance for promoting the sustained and healthy development of China's economy and society to further improve housing security system and give priority to solve the housing difficulties of low-income families.The Twelfth Five-Year Plan of Economic and Social Development states: We need to improve institutional mechanisms which are appropriate to national conditions and policies of the housing system, accelerate the establishment of multi-level housing supply system with basic security based on the government and main needs on market-oriented and implement low-rent housing system for the urban low-income families with housing issues. It can basically solve the problem of the insufficient supply of the affordable housing by strengthening the responsibility of all levels of government and increasing efforts to protect the construction of housing projects. We need to raise low-cost housing availability through various channels and improve the rental subsidy system. It has been one of important parts of building a moderately prosperous society and also the necessary requirement of building socialism with Chinese characteristics, achieving sustainable development and practicing the scientific concept of the development by people led by the party.The public financial policy is an important means of macroeconomic control, at present China's income distribution system has been difficult to adapt to the requirements of market economy in the new situation, by adjusting the public finance policy, so that more public expenditure transfer towards people's livelihood of social security, increasing investment in the construction of affordable housing, establishing a scientific and rational mode of financial supply of affordable housing, constructing a new, more comprehensive housing security system, playing the better role of housing security, particularly playing the full low-rent housing's role in the housing security system, establishing the low-rent housing supply-driven mode with monetary subsidies- oriented, all that should be the main path of the development of the construction of China's housing security.
