The Problem about supplying public goods is an academic debate, especially when the problem about countryside, peasants and agriculture was put forward, our government pay a great attention to the development of rural economy. The development of agriculture, increasing farmers’ income and rural stability are the basic requirements of building socialist new countryside. However, at present, government’s provision of rural public goods does not actually reach the farmers’basic demand, leading to this situation due for various reasons. After visiting and investigating in Changsha and some surrounding rural areas and observation of the current rural public goods supply situation, the author Summed up the reasons, lacking efficiency in financial capital using, the deficient of species in public goods supplying, low government responsibility. Based on the analysis of these comparatively pertinent problems, the author then put forward that the government,as the main provider of Changsha rural public products, has its own problems.Concerning the rural basic situation as well as the farmer’s actual demand, the author puts forward some suggestions and measures partly improving rural public products supply.This article first elaborated the concept of public goods, and summarizes the research done by some scholars of public products in recent years, then made a preliminary concept definition of public goods in rural areas, analyzed the achievements and deficiencies and inadequacies about the Changsha City rural public products provision. Finally, based on the previous analysis, respectively, for the present rural education mechanism, decision-making mechanism and health mechanism etc, puts forward some countermeasures and suggestions for the rapidly developing of integration of urban and rural in Changsha.
