| In1985, our country issued the first credit card. By now, China’s credit card market had developed nearly30years,which is a long exploratory stage. In China, with the rapid development of economic, the increasingly sophisticated technology, the improvement of people’s living standards, as well as the gradual changing of traditional ideas, credit card became more and more popular. Credit cards widely penetrated into social life and became an important payment instrument in modern society.After all, the credit card started late and had short development time in China. In addition, China’s legal environment, economic environment, acceptance environment and technology level were relatively backward compared to foreign countries, so that whether the theoretical basis or development practice had huge gap contrast with the international advanced level. This article aimed at a comprehensive analysis of China’s development course and current situation of credit card, and identifying the existing problems. At the same time, studying the experience of developed countries and regions. On that basis, putting forward the development strategy of credit card.The first part briefly introduces the research background and significance, the research content of this paper and the main methods. In this part, the most important work is summarizing relevant literature, clearing domestic and foreign scholars’existing research and current process and direction in this field.The second part conducts general analysis of the credit card. Clarifying the basic concepts of credit card and describing its features and functions. Which lays the foundation for the study below.The third part studies the development course and present situation of the credit card market in the United States, Japan, South Korea and Taiwan. Summarizing experiences and lessons of these countries and regions. Such as the sound legal system and blameless personal credit system in the United States; the strong support of government and the high-quality service of JCB in Japan; South Korea had become the largest credit card market in Asia,but underwent credit card crisis after2003because of government’s blind encouragement and lack of supervision; Taiwan’s credit card market also suffered severe recession after2005when reached the peak due to opening island’s market prematurely. On the basis of the experiences and lessons, this paper summarizes the general experience to reference in the development of our credit card.The fourth part introduces development process and present situation of the credit card market in China, and divides it into three stages. The first stage was from1979when credit card entered China to1992, which was start-up period of the credit card business and the business developed slowly. The second stage was from1993when formally implemented the Interim Measures for the Administration of the Bank Card Business to2002when Unionpay was established, when credit card gradually standardizing in China. The third stage was since2003, when credit card developed rapidly. Finally this paper pointes out the problems in the development of China’s credit card business, such as inadequate laws and regulations, underdeveloped social credit system, low utilization rate of credit card, bad receiving environment and lack of innovation.The fifth part draws the experiences of the developed countries and regions, aims at the problems existing in the development of our credit card. Putting forward development strategy of our commercial bank’s credit card business. This article points out that our country should improve the legal system of credit card, establish a sound personal credit information system, strengthen the credit card risk management, reform the credit card business model and management system, improve our country’s credit card acceptance environment, strengthen the credit card innovation. |
