With the increasing number of website and higher level of the website user demand, theportal website is facing the huge competition pressure. How to maintain the leading status in thekeen competition for the portal website is an urgently problem to be solved for the websitesuperintendent. The key to solve this problem is to establish an integrity evaluation system forthe portal website, which can effetely evaluate the website. Through the result of evaluation, themanager of website can realize their own insufficiency. Then they will improve the level ofoperation and management, enhance service management e.g., to obtain continues competitivepower.Firstly, based on reading massive literature, combined with the media of the portal site,select user-evaluation as starting point, and integrate qualitative index and quantitative index topreliminary design appraisal index system of portal website. Made questionnaire for therationality of index system, based on collected data of questionnaires to make factor analysis, todetermine the final evaluation index system.Secondly, according to analyze the existing research results of website appraisal, wesystematically contrast each assessment method, and then decide to take DEA (data envelopeanalysis) method as analysis method in this article. And define the input and output of DEAmodel of index system constructed.Finally, this article takes14portal websites, such as Sina, Tencent,163.com e.g., asresearch samples to evaluate website efficiency from angle of user. Besides, we take futureanalyze, named super efficiency DEA analysis, which can obtain the super efficiency ranking.Finally, analyzes the websites investment redundancy from the quota angle, and gives concretelycountermeasure and suggestion for enhance the website operation efficiency..
