Research On The Efficiency Evaluation Of Low-carbon Economy Development In Jiangxi Province

The issue of climate-change has become the focus of the global, and since the climate conference in Copenhagen, countries have started to research how to deal with climate-change and arrange energy conservation work. In this context, all countries reached a consensus in the development of low-carbon economy, and our leaders also clearly proposed to develop low-carbon economy on the United Nations climate-change summit. Jiangxi Province, as one of the important province on the development of low-carbon economy, should positively and effectively develop low-carbon economy, so as to promote the development of China’s low-carbon economy to be better and faster.This paper was based on the comparative analysis of the literature review of the domestic and international low-carbon economic development research, theory, and method; analized the state of low-carbon economic development in Jiangxi Province, established a relatively comprehensive evaluation system of the development efficiency of the low-carbon economy; used the nonparametric estimation mathematical model (DEA) to comprehensively evaluate the development efficiency of the low-carbon economy in Jiangxi Province, and calculated the value of integrated technical efficiency, pure technical efficiency and scale efficiency of Jiangxi Province (from year2000to2010) and the cities of Jiangxi Province (from year2005to2010) respectively; besides, used Malmquist Index method to evaluate the yearly dynamic changes of integrated technology efficiency, pure technical efficiency and scale efficiency value of Jiangxi Province (from year2000to2010) and the cities of Jiangxi Province (from year2005to2010) respectively, and got the annual change-situation of Jiangxi Province and the cities of Jiangxi in technical efficiency and technological progress. Finally, judging from the results of the evaluation, the paper put forward some countermeasures and suggestions to enhance the low-carbon economic development in Jiangxi Province, and summarized the research findings, a follow-up to be improved direction.
