Paper is accorded to that small and medium-sized enterprise of human resources recruitment management of the actual situation.By using domestic and international research documents, recruitment management、competency、competency model、 information system management are analysed theoretically. In a subsequent part of this paper is assigned to discuss the practical problems in the recruitment management of the enterprise by author working, based on the circulation of working and analyzing, and proposed strategy which phases in the competency model for solving the problem of recruitment management processes. Expatiated the advantage about using competency model of enterprise human resource management. Using information-based technology to effectively improve the efficiency of recruitment and the level of management. It will provide beneficial solutions to the recruitment difficulty and regulation of human resource management for small and medium-sized real estate enterprise.
