Made In Yunnan Province County Financial System Reform, Development And Research

There is a five grades system called "Central-Provincial-municipal-county-township " exists in the government agency’s administrative management in China. This kind of model is hardly seen in a comprehensive survey both by go back through the Chinese history and the other countries in the world. Since1990s, so many provinces had taken a reformation by which strengthen the authority of the county or form a financial system reform directly from the provincial to the county level. These, all were good attempts for reducing administrative levels and raising efficiency of the management, and had got successful experiences with county economic development in some provinces. Structural reform of " county directly under province administration" is a complex problem related to the scope of the provincial government management, prefectrual city profits distribution, administrative adjustment, structural reform, human resource adjustment, etc. And it is also restricted by circumstances of economic development in each province, financial situation of government under province, and local natural and geographical conditions. This structural reform can not be done by one shot because its’profound influence and relationship. So multiple experiment and demonstration must be taken.Base on the theory of fiscal decentralization, the theory of public goods, public organization and management theory, my thesis try to analyze and conclude the successful experiences from developed countries and test regions of county directly under province administration in China, then combine the experiences with the actual circumstances in Yunnan province. After that, we will get some advices that about the principles, steps and policies to popularize the county directly under province administration structural reform in Yunnan.
