The engineering construction project first needs to pay attention to the cost issue, the approximate estimate and cost control plays an important role in the project invest for the benefit and income of enterprise. In the construction process of engineering project, material cost, quality standardization, progress of work, risk and other essential factors will have the direct or indirect influence for the project finishes smoothly, these essential factors should be considered in the cost management. According to the current economic situation and social development advancement, the sole capital operation pattern of cost control was obsolete, total factor cost management has become the request of engineering construction project cost management.This paper explores the integrated management of the cost of total factor method base on premise cost element management theory, and proposes a simple model for the integrated management of the cost of total factor base on the introduction of practical engineering cases. First, analyzing the "main elements" which have impact on the successful completion of the-the material cost as a whole, these "main elements" include material cost, quality level and the progress of the project. Then, study the relationship between the major elements and post it should consider cost evaluation, program process, program quality and other factors base on the value management methods, the cost of quality management methods, total factor costs of the cost. This is the total factor cost management.Finally, the paper introduces the mathematical methods and theory of analytic hierarchy process and fuzzy comprehensive evaluation model, proposes the total factor cost integrated management approach, and carries on actual projects empirical analysis through program case.
