As one of the project management core domains, regarding the evolution history of Quality Management we can see that Quality Management has been focused more than ever based on observation of quality check in 1950s, quality control in 1970s, quality preventive method in 1990s and quality leading instead of management in new 21st century. Quality management functions in wider and wider fields and this big change originates from people's improved conception about quality which is centered on"focus on customer". What's more the customer means not only internal customer as employees and related departments but also external ones as dealers and sales agents, as well as originally end-users.Due to the complicated conception of quality most people might get confused by different meaning of this word in whole enterprise. To take into consideration of this background and in order that right understanding of quality management standard could be agreed by all most criteria are now coming to unified and internationalized. Quality is coming into common people's life in terms of easily understood life philosophy concept.With the international quality standard ISO9000 accepted by more and more enterprises in the world to get quality certification has been regarded as necessary evidence and leading road of pursuing good product and service provided to customer by manufacturers. There are many excellent companies apply quality reward as Baldrige Reward in US, EFQM in Europe countries and Deming Reward in Japan. In one word each quality rewards has quality requirement in common but still has different focus in both flexibility of quality leading and robust of quality management.As to in logistics or supply chain management we may say most activities, even including decision-making and management, are service-related and the quality requirement to meet customer's desire need to be defined in detail. Aim of this paper is to draw some theory by study of real case for future guidance.In quality management system ISO 9000 series quality refers to capability to fulfill requirement of products, service, flowing materials and software and so on which means every field of life. The main task of quality management is to judge whether expected quality requirement attained or not, which should be understood and supported by all sides during total quality management implementation. In condition all requirements are clear and concrete then the road and direction to reaching quality target will be easily fixed. In order to fulfill expectation from customer, corporate and section by deeply understanding quality requirement from above stakeholders advanced quality tools as QFD (Quality Function Deployment) and PFD (Policy Function Deployment) should be used for detailed work. To be the bench-mark of house appliance section quality planning should take great function in both strategy level and in tactics level meanwhile depict blueprint in future competitive environment for company.In field of logistics all activities including business and management, as well as decision-making could be attributed to service-providing, therefore service quality level would be required for optimization of performance. Unfortunately service quality requirement in non-logistics companies are often missed and visual product quality are paid more attention instead of service quality.While planning-making of corporate quality strategy without concrete long term quality target for each step will result in failure in logistics quality management and further more it will be harmful of damaging important role as integrate coordinator of corporate logistics strategy. Thus even if there would be big difference between actual status and original plan members of logistics could not guarantee the corporate quality target due to missing of unified arrangement from integrate logistics. Quality target should be widely established within corporate in demand of quality strategy management and will be accomplished by both quality department and other departments together.Almost all projects carried out by Shanghai Kaite Electronic Appliances Co, Ltd in 2007 are delayed and average delay period is 2.5 month with unsatisfied quality management effect. Main reason of this result is due to missing of Policy Function Deployment and no agreed quality target which gives no way to following quality management.This paper will describe in detail about the implementation of total quality management in Bosch and Siemens Electronic Appliances (Jiangsu) Co, LTD and will analyze theoretically so as to draw conclusion for further optimization of quality management performance. Realizing high and effective communication in quality management in whole company should be emphasized by top management.
