Land renovation is an important measure to achieve farmland gross trends to balance, and is also an important method to inventory of land, strengthening the intensive land use-added arable land timely and improve the land utilization. Through the land renovation is not only good to improving the quality of cultivated land, increasing the effective arable land, mitigating the contradiction of man-land, realizing the dynamic balance of cultivated land, but also to improving the living and agricultural production conditions and the rural ecological environment. Meanwhile, it’s helpful to protect the agricultural sustainable development, and further to promote the land resources, economic and social’s sustainable development.Land renovation has the characteristics that invested occupied by large, long life cycle, therefore, the key issues of land renovation projects successfully is to protect the supply of funds. Currently, the phenomenon of the lacking sufficient funds and risk in fund procurement become the general difficulties in land renovation in each provinces and cities of China, we should face market, follow the law of economics to realize the comprehensive benefit in land renovation. Meanwhile, we should take the counter measures to change current situation, which including the shortage in the capital source, the ability to raise capital and scientific measures to prevent risk.On the basis of the background of fund raising and risk prevention, and by the methods of network, journals, magazine, newspaper and so on to get the related cases and data on fund raising and risk prevention of land renovation in our country. The paper’s research foundation refers to the public articles theory, the pecking order theory, game theory and so on. on these theories we can obtain four ways to raising funds and preventing risk in land renovation, which including the:national and local government investment, bank financing, collective assets folded unit financing and the land renovation income, and on the base of its advantage and disadvantage, discussing the dilemma of fund raising and the constitute of finance risk. On land renovation funds raising the way of innovation including land securities, and BOT mode, PPP mode, ABS mode, land fund, land trust, land bond mode and so on. And bring up the effective prevention and management measures for raising funding risk channels, interest rate risk, credit risk and risk management, including the integration of capital and broaden the financing channels of funds, with the financing contract to disperse or transfer the financing risk, improve policies regulations and the system to circumvent laws and regulations’risks, establish and improve the credit system to avoid credit risk, improve the management system, strengthen the personnel management to enhance the level of the project management and other risk prevention measures, with a view to offer the relevant theory basis of the effective financing and risk prevention in land renovation project in our country.
