safety and profitability of credit assets has become higher and higher, and credit rating has been seemed as the ground of the determination of credit assets’ risk management and the loan risk degree for banks, and its action has become more and more serious. So the establishment of a scientific, reasonable and objective credit rating system would make great practical sense in developing the whole banking’s risk management degree.Based on the introduction of Guangdong Development Bank’s current credit rating system, this paper analyses the existing problems and insufficiency in the instinct system. It also do some improvements for the instinct system according to the relevant requirements of internal ratings in the new Basel agreement and with reference to "the credit rating standard of credit market and the interbank’s bond market "and" credit rating management guiding opinions " issued by the people’s bank of china in2006. From macrocosmic to microcosmic, from quantitative to qualitative, the paper uses AHP to design the corresponding weighted function, and build credit rating model system. Finally, it inspects the effectiveness of corresponding data of A paper-plastic packaging company. The inspection result shows that the new credit rating system can effectively identify customer’s credit risk, and its operation is also convenient.This paper makes two points of innovation. The first point is its settings of the rating index system. From the standpoint of the data accessibility, rating indexes are classified into financial indexes and the financial indexes, and the proportion of them accounts for50%separately. At the same time, financial indexes are classified into static indexes and dynamic performance indexes according to the influence factors, and all of them are included into the cash flow index. These indexes almost cover all aspects of enterprise credit in theory. The second innovation is the selection of the rating method. To make the rating results more accurate and true, this paper construct the hierarchical structure of the model, which will be more in line with the actual customer, using analytic hierarchy process to distribute the index weight coefficient reasonably and give different coefficients according to the importance degree.
