Regional Energy Consumption Intensity Convergence Analysis

Since the reform and opening up policy, our country's economy has high-speed developed. The economic gap between the eastern and west-ern regions is reducing gradually, with the rapid economic rising at the same time, energy, environmental and other social problem also increases and restricts the development of economy. Changing the style of eco-nomic growth and developing low carbon economy is becoming a matter of concern in all countries. But China's western region's economy growth pattern is simplex, the growth of the economic relies mainly on the indus-try, which consume energy highly and with low efficiency, and it also af-fects economic, social and environmental sustainable development, so energy problems need to be solved urgently. At present many domestic and overseas scholars research energy problem from energy impact fac-tors, energy efficiency and energy saving potential etc, with many aspects of co-integration theory, panel model, the participation theory and space econometrics different methods, and puts forward relevant policy sugges-tions. Our country's economic development existing the problem of high energy consumption, aiming at solving the problem of high energy con-sumption, this paper analyses energy consumption from regional level for all regions of China provinces, and makes a positive analysis, which is, with the Midwest, east economic gap diminishing gradually how energy consumption showed convergence. Convergence analysis is an important concept of economic growth,β-convergence says although different initial conditions of economic de-velopment, but poor region's economic development faster than devel-oped areas of economic growth, and over time, the economy's regional gap will disappear. Using economic growth theory of regional economic convergence in the study, this paper discusses regional energy consump-tion problems on the convergence inspection. According to the regional economic development degree of different provinces, we make our coun-try divided into east, Midwest fields two large area, on this basis, using panel data model analysis method, this paper analyzes the data of 1995-2009 domain 15 years of energy consumption and economic growth of provinces, and examines convergence conditions. Result shows that our regional energy consumption existβ-convergence. With the economic development gap between the Midwest and east narrows gradually, the energy consumption showed a rising trend for most of the Midwestern provinces, only a handful of the Midwestern provinces'energy consump-tion is dropping, which also shows that, although the Midwest economic growth speed up, but their energy efficiency is not high even lower.There are two keys, on the one hand, appearing this kind of circum-stance due to the Midwestern provinces' economic growth mode, high energy consumption of industry predominates industrial economic; On the other hand, our China's rapid economic growth is concerned, and pay more attention to the regional economic development, the value of GDP, but not enough attention to the energy and environment questions. This requests us in formulating economic development planning taking the re-gional's'economic development levels into account, adjusting measures to local conditions, considering regional energy endowments, adjusting the industrial structure and converting the model of economic develop-ment. Our country should develop a sustainable low-carbon economy.
