Therefore, different periods of the forest right system and reform will not only affect the whole forestry development trend, also will affect the production and living of famer incomes of forestry general situation. After the founding of new china, our country forest land, forest ownership, experienced from individual-collection-individual process. Every forestry tenure reform takes its police effect in certain social environment. Before the new round of reform of collective forest right, our country forest land property right main body is unidentified, responsibility is not clear, system and policy are not standard. Hainan province is our country important southern collective forest zone and thermal state forestry ecological protection zone. By the end of2007, Hainan province started forest reform pilot area, reform of forestry work in the whole province in2009. This round of reform of forestry of collective forest is not only related to the system of deep-seated system, and to clear the forest right relief, relevant taxes, to put vivid management right, normative forestry circulation as the main content, make forestry farmers in the forest after the reform of collective forest land became the subject of. However, the collective forest right system has its characteristics what is special and complex. So they need the forest policy become to more deepening and friendly.
