The rapid development of Port enterprise recently has a close relationship with the tens of thousands of outside migrant worker who have serve the port for decades.They have always been the footing stone of the port construction,from the early port stevedore which is hard、dirty、tired and dangerous to the modern mechanized blue-collar workers,the por’s every profit and benefit target have gathered their blood and sweat.And they are indispensable,so we must make this migrant worker team more stronger to suit to the needs of modern port work,and should make more attention to the team’s harmony and stabilizment.We have steel organizmed barrack,but we still should have a stable construction team who make the port as their home and cherish posts and devote wholeheartedly to work.The article purpose to utilize means of combine of document index and example research,pay attention to the discussing of outside migrant worker team’s stable management model and constuction of encouragement method. We should pay attention to the below four questions:How is the port enterprise’s outside migrant worker team’ situation? Why the port enterprise existing worker system make the outside migrant team so unstable?How to constuct stable outside migrant worker team management model and method?Constructing what encouragement method can consolidate the management method?The article has six parts.The first part is introduction,mainly discuss the research background、purpose and sense.The second part present situation at home and abroad and relate theory of the topic. For the example of the TianJin Port,the third part analyzes the existing outside migrant worker team present situation existent problem and the reason of this problem.The fourth part discuss the main factors which influence the unstablishment of port enterprise outside migrant team、construction of the stable management model and effective management method to realize the team’s stablishment.The fifth part mainly pass through constructing leader work coordinating model、payment increasing model and indiffrent hommization management、establishing outsiede migrant worker growing and promoting platform and improving their encouragment of career planning to realize the stalblishment of worker team.The sixth part is conclution.The article consider that only realize outside migrant worker "giving work、holding work、using well ",can take the a steady flow of power to the development of the por,then promote the heighten a big in increase to the port economic profit.
