The Reform Of Highway Management System In Shenzhen

Since more than30years of reform and opening up in Shenzhen,Socio-economic development has made remarkable achievements.Highway cause also has made a considerable progress.Especially from1980,the high-grade highway which signed by expressway has got significant achievement,and in the end of20century,either highway or ordinary road has got large development.However,comparing with the swift development of the construction of highway,the highway management system of Shenzhen can not catch up with the requirement of the high way cause and socio-economic developments per the influence of the planned economy and national road-network management system.It is becoming a urgent to Straighten out the relationship of the highway management,strengthen the reform of highway management system,clearly separate the commercial responsibility of management between the governement and corporation.The reform of highway management system is a systematic project,which is wide range,full of problems,related to many policies.So,this thesis study and summarize the foreigh basic theories and methods about highway system reform,then make some forward-looking investigation for Shenzhen. With the reference to the related documents and regulation,the policy in this thesis is normative to a certain extent.After reads kinds of writings about the reform of highway management system,especially the advanced managing experiences from USA,UK,Japan,the writer makes some theoretical exploration in order to provide a reference to the establishment of Shenzhen modern highway management system model and the development of highway cause.
